Abstract

This book chapter aims to study the relations between the European Union and the Organisation of African, Caribbean and Pacific States, focusing the analysis on the new Samoa Agreement signed in November, 2023. After the study of the main theoretical approaches and the evolution of EU-OACPS relations, the analysis focuses on to the impact of the main geopolitical issues on the global agenda that have most influenced the negotiations between the parties to the new agreement. To that extent, the main thematic cooperation priorities of the new agreement are introduced: the promotion of human rights, peace and security, climate change and environmental sustainability, migration and trade relations. To that end, this paper questions if, on one hand, the new agreement allows progress towards EU-OACPS relations based on greater symmetry between the parties, paying particular attention to the growing agency of the ACP States, and, on the other, facing a changing and uncertain global context, if it is capable of strengthening effective multilateralism and overcoming the criticisms of neocolonialism that have characterized North-South relations in the international community.
