Resumo

The measurement of the performance of accredited laboratories according to the International Standard (IS) UNE EN ISO / IEC 17025: 2005 is based mainly on the results of the interlaboratory comparisons by means of tests with controlled samples. From the results of these tests, each laboratory is able to get an assessment of their technical competence in a specific test, as a result of the compliance with the requirements of the cited IS.The importance of a chemical warfare verification laboratory is supported by the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction (CWC), both for its contribution to national security and defense and to its assistance to the Organization for the Prohibition of Chemical Weapons (OPCW) and the National Authority for the implementation of the CWC. The proficiency tests organized by the OPCW determine the technical competence of a verification laboratory and their achievement together with the certificate of the accreditation given by its National Accreditation Body are the necessary requirements to be designated by the OPCW.This PhD Thesis targets to analyze the results of the mentioned exercises proposing an ad-hoc model as well as a quality management system (QMS) that may be applied to verification laboratories with limited resources...
