Abstract

Speeches, like other symbols are power structures that have the ability to make visible or not the possibilities of action, As well as joint or disarticulate relations and practices include or stagnate inclinations. Hence, every word or speech, particularly relating to the political field of a society, is both a political fact also capable of producing effects and inhibit political attitudes of certain groups and certain people. This means that, at least in politics, there are no neutral words, techniques, impartial, aseptic or susceptible to navigate immaculately above strategies, struggles and confrontations deployed by subjects about the registration and management of the public thing of a society. (Garcia, 2002 cited by Arandía, 2016, p. 76) Therefore, any speech that is adopted to performing an analysis of public policy, in this case, for Citizen Security Policy, it is necessary that, aware of its ideological and attitudinal dimensions, be based on: the nature of the political system regime, the capacity of governments, regulatory framework, planning and budgeting structures, the degree of cohesion and mobilization of social and political actors, the human resources available, the technical tools that condition the elaboration of public policy, the political culture of the country, the bureaucratic culture...
