Resum

Currently there are thousands of groups of lobbies registered in Brussels of different kinds and backgrounds, from sectorial business groups, defenders of the environment and foreign foundations to the so-called paradiplomacy of regions and factions of the territorial entities of the Member States. This kaleidoscope of interests and pressure from specific groups is nothing new, although the processes of transparency and regulation driven by diverse sectors to legalize the de facto work practised by lobbies is actually novel, considering that since 2008 it started in Brussels a register of these groups and its implementation will take place from 2011 up to now in the three main bodies of community liable to lobby: the European Commission, the European Council and the European Parliament. The registry of lobbies is voluntary in the EU; it does not establish any penalties to those groups who decide not to do so. This is a determining factor in the policy of transparency and ethics in the decision-making process. While the Commission leads the communication initiative and the Parliament settles all European politic spectrums, it is the European Council which requires a much more delicate task, hit by the professional lobbying due to its high representation and its own agenda...
