Abstract

We shall study the strategic leadership of José Canalejas Méndez (1854-1912), a parliamentary speaker of remarkable political and intellectual qualities, in two specific circumstances: the debates on the crisis of 1898 in the Spanish Parliament and his achievements as prime minister in 1910-1912. From this position he created the Regular Corps, a native regular troop for the defence of Spanish territories in Northern Africa. Canalejas was also responsible of the important Spanish-French treaty of 1912 to create the Spanish Protectorate of Morocco. He enacted the transcendental law of obligatory military service. His murder the 10th of November of that year, fifteen days before the treaty was signed, deprived the Liberal Party and the monarchy of Alfonso XIII lost one of his most distinguished politicians.
