Zusammenfassung
The aim of this article is to analyse -through examples related to water management- the relationship between the technical change, the institutional framework and the environmental conservation. The main idea of this work is that the better institutional arrangement depends on the current technological possibilities. More specifically, the article expounds three basic issues: the environmental problems derived from the combination of a static institutional framework and a fast technical change, the interdependence between technical innovation and institutional agreements in the natural resources management, and the complementarity between "technical options" and "institutional options" in the development of public policies of management.
