Résumé
Starting from the analysis of several hardly visible factors of the crisis, the authors try to observe the ongoing linkages between the problems of governability and the political system. Some of the structures and dinamics of the institucional process reveal the need for reinforcing a double enterprise just begun by the brasilian society: the elite renovation and the institucional innovation.
