The Spanish public financial support accessible for small and medium sized firms: Organisations, programmes, instruments and measures

Resumen

This working document contains a description of the most important Spanish institutions and instruments that offer financial support activities for small and medium sized firms (SMEs). It not only includes the instruments or measures especially developed for SMEs but also those that are accessible for all kinds of firms including SMEs. Besides the ¿national¿ support measures, the Spanish firms also have support and measures developed by the European Union and those developed by the Spanish regions or ¿Comunidades Autónomas¿. The European support schemes are not a direct subject of this report -although where necessary some references will be made to those measures. While the support schemes of the Comunidades Autónomas -which are an important aspect, quantitative and qualitative, of the Spanish policies for promotion of the business sector, are analysed in a very selective way. Este documento de trabajo ofrece una descripción de los institutos, organismos y los instrumentos que ofrecen ayudas financieras para pequeñas y medianas empresas en España. No solamente incluye los instrumentos especialmente desarrollados para PYMES, sino, también aquellos instrumentos, de un enfoque más general, accesibles para ellas. Además de los instrumentos desarrollados por la administración nacional, las PYMES cuentan también con apoyo por parte de los organismos de la Unión Europea y de las Comunidades Autonomás. Las ayudas europeas no están recogidas de forma explícita en este trabajo mientras que las ayudas de las CC.AA. solo se recogen de forma muy resumida.
