Abstract

This text refers to the methodology of estimation of the contribution of the Basque Country to the funding of the State. This contribution � that receives the name of Cupo (Quota) � decides theoretically depending on the proportional cost of the administrative competitions of the State that the Basque Government has not assumed. But in the practice, the application of a few criteria negotiated politically does that the Quota is underestimated. In 2007, such undervaluing is estimated in 2.060 millions of �. This quantity is equivalent to 3,4 for 100 of the regional GDP, or to 964 � for inhabitant. The Basque Administrations have an important financial roominess that allows them to dedicate a lot of resources to the nationalistic policies.
