Abstract
The article attempts in a context of the current economic growth in Latin America, to raise some ofthe elements that we have learned from the implementation of structural reforms in the 1980's and 1990 such as the importance of political and institutional factors, the autonomy of governments, or the notion of crisis and its relationship to the success of reforms This is, ultimately, in the context of modern governance, rescuing the role ofthe State as an engine of economic development, democratic participation and social equality
