¿Dónde debe ir la ayuda?Propuesta de un índice de desarrollo para la asignación internacional de la ayuda

Resumen

La finalidad de este trabajo es la de fijar los criterios que podrían guiar la asignación internacional de la ayuda oficial al desarrollo de un donante. Concretamente, esta propuesta traslada a criterios específicos de asignación los principales objetivos marcados, para la ayuda, en la agenda internacional (en particular, el logro de los Objetivos de Desarrollo del Milenio). Así, este Índice de Desarrollo para la Asignación Internacional de la Ayuda (IDAIA) pone especial énfasis en los criterios de necesidad (de elevar los niveles de desarrollo), tratando de cubrir el vacío que deja la literatura sobre modelos de selectividad al poner un mayor énfasis en los criterios de eficacia.
