Resumen

Desde los años noventa del siglo pasado, los gobiernos locales han puesto en marcha numerosas iniciativas en materia de participación ciudadana. Estas iniciativas se han presentado como soluciones a la desafección política y al déficit democrático de las instituciones representativas. Sin embargo, un análisis de las formas actuales de participación en los gobiernos locales españolas revela que los objetivos declarados son excesivamente ambiguos y genéricos y perfectamente compatibles con la tradicional opacidad de las administraciones públicas españolas. (Leer más) estas políticas como instrumentos de legitimación sin que se traduzcan en iniciativas para la transferencia real del poder y los partidos políticos y grupos organizados tratan de ocupar estos espacios de interacción con la sociedad civil. Since the nineties of the last century, local governments have designed and implemented many initiatives about citizen participation. These initiatives have been presented as a solution to the political disengagement and to the democratic deficit of representative institutions. Nevertheless, an analysis of the current ways of participation in Spanish local governments reveals that the declared aims are too ambiguous and generic whereas they are perfectly compatible with the traditional opacity of Spanish public administrations.
