Zusammenfassung

As a result of the capitalist restructuring of the 1970s and 1980s, urban spaces underwent significant difficulties that affected those with a relatively important industrial infrastructure. The successful solution to these problematic issues by some cities was due to the appropriate build-up of coalitions as well as to their capacity and ability to generate initiatives «at grass-roots level». Based on a theoretical review of urban governance, the article deals with the cases of Getafe and Alcázar de San Juan, highlighting similarities and differences in their respective strategies of development.
