Résumé
This article analyses the basis for the development of a digital citizenship. Several elements play a key role here: digital availability as a form of social appropriation of technology, the relation between democracy and technology, the fourth generation of human rights and human rights in the cyberspace, the politics of digital inclusion, and the development of e-government. New forms of cooperation raised in this realm claim for a new concept of citizenship. This concept should be redefined from new possibilities of action, a new economy and a new ethical paradigm.
