Abstract

Spain is part of the familistic welfare regimes as well as of the Mediterranean migration subsystem. Inflows of immigrant people entail an impact on its production model and welfare system, which intensifies their contradictions. These promote a model with a very weak labour base, which yielded significant results in the previous upward cycle but now expresses exhaustion. During this time, immigration became apparent in a purely instrumental aspect by means of the partial acquisition of citizenship rights, consistent with the image of migration being reproduced by working, legislative, political and media networks. In contrast, the establishment of an immigration policy in line with the type of society to be built may lead to real improvement and development of citizenship for all.
