Zusammenfassung

The main aim of this paper is to provide evidence, ex ante, about the potential distributional effects that would be derived from some changes in the public funding system of Higher Education in Spain, proposed by the so-called Strategy 2015. In order to do so, we propose the use of microsimulation techniques in the field of public spending, following so a consolidated line of research in the area of taxes, but emerging in the case of expenditure policies, especially in the Spanish case. Specifically, we analyze the impact of potential increases in public fees, mainly in second and third fees, and changes in the grants system, increasing the coverage and the amounts received by the grants’ recipients, on the one hand, and introducing higher penalties for students not showing adequate progress, on the other.
