Abstract
One of the first and fundamental duties of State and local authorities is to maintain law and order within the limits of their powers, without which no other activity can possibly be undertaken. Therefore, the basic mission of the local police is to establish the peace of the republic. This article describes the measures taken by the council of the city of Jaén as regards this objective in the difficult period between the murder of Condestable Lucas and the end of the Comuneros revolts.
