Abstract

This working paper contains part of the report drawn as one of the inputs provided by the Latin American Center of Administration for Development (CLAD) in the drafting process of the Iberoamerican Citizen Participation in Public Administration Charter, adopted at the XIX Ibero-American Summit. It brings together theoretical chapters that reflect the evolution of the debate concerning participation, governance and democracy in Latin America and Spain. As well as the conclusions derived from the analysis of more than 50 participatory “best practices” and regulatory rules in these areas at various levels of government, especially local and regional.
