This paper analyze some aspects of the reform of the Bankruptcy Act by Law 14/2013, of September 27 Entrepreneurs Support and Internationalization, particularly the introduction of the “second chance” or “fresh start” for the insolvent natural persons. We study the legal status and the problems of this exception to the principle of universal liability
