Abstract
Savings Banks have been led to a joint crisis as a result of the overall reform of their regulation. The paper analyzes the changes made with respect to savings banks since the outburst of the financial crisis and until the approval of Act 26/2013. To a large extent, the crisis of savings banks has been due to defaults in the applicable law from 1985 Act (LORCA) onwards.
