Propuestas para la evaluación de la eficiencia de una atribución de espectro a un servicio de radiocomunicaciones

La atribución de frecuencias del espectro radioeléctrico a servicios de radiocomunicaciones por el mercado produce resultados ineficientes dada la tecnología actual, por la existencia de problemas en la asignación de derechos de uso, economías de escala, externalidades en servicios comerciales que utilizan el espectro, servicios con características de bienes públicos, y condicionantes ligados a la utilización actual del espectro. Este artículo analiza el papel del mercado en la gestión del espectro, identifica los límites que éste encontrará en la atribución de frecuencias, y ofrece una metodología para la estimación del beneficio social neto de los procesos de re-atribución del espectro que pretenden incrementar la eficiencia de su utilización.
