Zusammenfassung
The article analyzes the main strategies for the educational change developed in the past: decentralization, standardized assessment and effective management. In spite of progress in the Ibero-American education in recent years, it does not seem that such strategies have reached the success expected. From this perspective, four types of strategies are posed with a more inclusive and systemic approach: cultural and social context of the education, conditions for the education, competences of the teachers and commitment with the education.The text develops these “fources” that would constitute the basement of the educational transformation.
