INTRODUCTION: A practical model was established to enable the description and analysis of the influence that acts of research promotion may have on the research results of a Health Research Institute (HRI). This model was inspired by the personal need for constant improvement, the opportunity to set useful experiences for the young sector of the HRIs, and the lack of existing references on quality management of Spanish biomedical research. The long term aim is to enable a strategic plan, capable of reschedule and prioritize the available resources to promote research in the HRIs; using an ad hoc assessment tool. METHOD: Two analysis types were selected: ¿ Individualised; using 2 level multilevel techniques, considering a hierarchical data structure. ¿ Grouped; using descriptive analysis techniques. CONCLUSIONS: Regarding the operational actions (promoted strategically by the Head of the Institute), it is clear that the structural actions (such as use of support structures to research) are associated to the elaboration of Clinical Guidelines, publication Impact factor and finance diversity. On the other hand, the relational actions (such as implication on collaboration spaces in HRI or assistance to seminars), are associated to PhD guidance or project finance recruitment. Lastly, the reinforcement actions on human resources contribute to rise fundings and in groups¿ Impact Factor. Concerning the collaborative actions (promoted by the investigators), it is clear that the participation on public collaboration networks contributes to fund raising and to increase the number of Q1 publications and their impact factor. Regarding the involvement in European consortiums proposals, it reinforces PhD guidance. Lastly, private sector collaboration is focused basically on increasing fund raising.
