Algunas consideraciones sobre la financiación de los servicios públicos fundamentales transferidos

Abstract

This article tries to shed some light on the specific recognition received by the fundamental public services of the Spanish Regions’ financing model under the common regime. We approach this issue both from the legal regulation and from the budgetary relevance of such services. The work addresses the debate on what should be their role in the design of territorial equalization mechanisms, considering the importance of the competences under the responsibility of the regional governments on health, education and social services. As an alternative to consider in the next reform of the regional financing system, the proposal of the 2017 Committee of Experts is analysed in detail. We assess its implications from the point of view of the fiscal equalization, pondering also on a scenario in which all Spain ́s regions are included.
