Abstract

The right of access to public documents is fundamentally vital for democracy. However, this eminent citizen power is often relegated as a mere sequel to the freedoms of speech, press and information. The conquest by the Civil Society more space for their activities has contributed to change this. Every day more people become aware of real ignorance of how truly lead the affairs of state. This results in a natural increase in demand for government information. Not only to exercise their vote wisely, but to increase their participation in public life. This noble aspiration is inevitably doomed to civic create a serious political tension. Its origin lies in the volatile nature of the powers contained in administrative files. The information contained in these served the same to condemn their holders to release that Peoples. This makes the delivery system becomes an art closely guarded common knowledge.
