Abstract

The right of access to public information within the Spanish legal system has improved after the entry into force of Law 13/2019, 9 December, about Transparency, Access to Public Information and Good Governance. However, there are still many improvements to implement to empower the citizens through this information to exercise effective scrutiny on the actions of the public authorities. The Council of Europe and European Union legal frameworks point us some of challenges to achieve.
