Abstract

In a complex state like the Spanish, the indispensable requirement of the coordination of the different instruments that affect the territory is an urgent need. In the field of tourism, normative planning instruments, linked to the general territorial planning instruments and the strategic instruments, normally independent of the former, come together. In this paper, connection routes are proposed in order to achieve a balanced and integrated regional development. The methodology is based on conceptual analysis and observation of the reality of planning. Through the cases in which strategic planning instruments have been implemented, the need to articulate strategic planning in a general regulatory framework is concluded, with the purpose of guaranteeing an improved and reformulated model in which normative planning It feeds on strategic planning.
