Resumen

Este artículo analiza la primera experiencia en España de compra pública pre-comercial aplicada a la transferencia del conocimiento. Las evidencias muestran que, más allá de los resultados obtenidos en términos de prototipos innovadores, este tipo de aplicación presenta unas características que potencialmente pueden generar cambios sustanciales en el sistema de innovación analizado. Particularmente de interés es el cambio de rol en el organismo público de investigación (CSIC), que pasa de tener funciones puramente de producción de I+D a tener capacidad de decisión en la asignación de fondos y monitorización del desarrollo de las innovaciones, transformando positivamente el ecosistema relacional. Los resultados obtenidos muestran una mayor eficacia de este instrumento respecto a otros más asentados en el tiempo.
