Resumo

The minority age of the reign of Isabel II is a stage of political and social change, design of new political, social, economic and scientific institutions that will contribute to the development and consolidation of the liberal state and industrial society. A process of institutionalization of progress, which was promoted from new political platforms and which has new or recovered state institutions and new or recovered civil institutions, including the Real Sociedad Matritense de Amigos del País, in which the generation was particularly important of progress. From the perspective of institutionalism, we use the category of scientific culture societies to refer to non-state and non-profit organizations whose values and activities include a scientific orientation properly speaking and at the same time an activity oriented towards scientific dissemination, which presupposes a scientific culture perspective. In the public agenda of the decade of the regencies and specifically in the field of the Sociedades de Amigos del País de Barcelona, Badajoz, Madrid, Málaga y Sevilla, the tobacco industry and the possibilities of its cultivation acquired a relevant position. In this work, from an orientation of public policies, the position of the Sociedades de Amigos del País as societies of scientific culture and organizationally as associative public corporations are identified, some of the main features of the debate are pointed out, in which draws attention the lack of attention to the question of slavery, and the files of the tobacco agenda in the matritense are presented.
