Abstract

This study deals with several issues related to drones and the risks that they can be for public safety as a consequence of the accidents and incidents they may cause. The ground risk involves the probability of a drone crashing into persons or property on the ground causing injuries, fatalities or damages. The risk is highly dependant on the area overflown, in terms of population density, or presence of properties and sensitive areas. The exponential increase in the number of drones in the airspace raises concerns ab out an increased risk of mid-air collisions with manned aircrafts, and occur rences resulting in collision avoidance manoeuvres seriously affecting traffic ma nagement. We also analyze some problems that their use by the Police poses, especially their connection with the Act on Video Surveillance. Finally, this work s tudies its sanctions regime to guarantee the enforcement of purposes of public security.
