Abstract

The main problem of Spanish municipalities, from the point of view of efficiency of public spending, is its size. Spain has a very large number of small municipalities. This determines that the public services provided by such municipalities recorded unit costs well above what should be optimal. Therefore, the LRSAL contains a set of measures to promote the merger of municipalities and their integration or coordination in the provision of municipal services.
