Una nueva narrativa para la ayuda española

Resumen

Este ARI resume algunos de los principales resultados de la línea de análisis del Real Instituto Elcano sobre narrativas de la ayuda. España se percibe con frecuencia como un donante outlier: tras un recorte de la ayuda al desarrollo muy superior al de la media de la UE o de la Organización para la Cooperación y el Desarrollo Económico (OCDE) tras la Gran Recesión, que sigue sin revertirse. Sin embargo, el análisis de su discurso desde inicios de los 2000 muestra que ha abrazado, sin reparos, el consenso internacional de la ayuda (tanto en sus motivaciones como en sus objetivos de desarrollo), incluso en mayor medida que otros donantes de mayor peso (financiero y/o político) como el Reino Unido y Suecia. Lejos de indicar una alta prioridad de la ayuda en las políticas públicas y la acción exterior, esto podría ser señal de precisamente lo contrario, y resultado, a su vez, de la falta de apropiación política de la ayuda por parte de buena parte de los grupos políticos y de la Administración.
