Zusammenfassung

The Arab World represents one of the main pillars of Spain's foreign policy. This is due to four main factors: energetic dependency, political and security matters, emigration, and vicinity. The unified speech tends to include the Maghreb and the Middle East, but the contents of this speech must also be regarded. Taking this into account, there is a clear evidence of the importance of the Maghribian countries, with Morocco holding the leading position. This bilateral position has been marked since the middle of the 1990s. The migratory phenomenon, other thorny subjects such as fishing, Western Sahara, Ceuta and Melilla, all affect the diary of both International actors. Focusing on the actual scenario, during the past three and a half years of the Presidency of José Luis Rodríguez Zapatero, alongside all of these matters, there have been two actions of particular importance, the withdrawal of the Spanish troops from Iraq and the renewed relationship with Morocco. Therefore, the question that must be placed is which differences and similarities converge since 2004. The main objective of this article is to answer that question, evaluating the actual scenario of the bilateral relationship and focusing mainly on the Maghribian space, on the basis of its content
