Abstract

In this paper we try to get closer to the reality of land use planning, in relation to the environment of our country. All this, based on the current territorial model. In fact, we start from the idea that, in order to understand the territorial organization of the State, its analysis cannot be limited to the mere study of the competency division existing between the powers of the central State, and those of each of the Autonomous Communities (at the time thus established), but also must be understood within the articulation of a series of basic principles that must be considered by the institutional apparatus of the State as a whole, these are the principle of equality that must be given between the totality of the different autonomies, the very important principle that makes all citizens equal (between the rights and obligations that concern them); the principle of the so-called solidarity, the principle of unity regarding what concerns the economic field; principles all of which come from the most fundamental of them all for the permanence of the country, as is the principle of Territorial Unity.
