Abstract

The courts of a State shall be competent in matters of parental responsibility with respect to a minor who habitually resides in that State at the time the matter is brought before the court. As an exception, the State of the minor’s previous habitual residence will maintain jurisdiction during the three months following the change of residence, if the holder of the right to visit pursuant to a court decision continues to habitually reside in the State of the child’s previous habitual residence.
