Zusammenfassung
This article deals with Asylum and Refugee in so far as controversial terms. After a brief history ot the concepts, this paper wilI also examine the present international framework: Latin America's Conventions as well as the relevance of the universal scope. Sorne issues are reviewed, such as: Human rights tace State's Sovereignty. Common Crimes vs Political Crimes. Collision between Asylum and Extradition and the lnviolability of Diplomatic Premises. We will conclude that Diplomatic Asylum as a universal practice is not recognized in International Law and therefore there is not right to seek and enjoy it; we will also add some final conclusions including a new terminology proposal.
