After almost forty years of being in force The Spanish Constitution of 1978, latent debates continue and there are different comments and works about the Constitution. Speaking about the Title III – The Spanish Parliament– the Constitution prevents the main regulations related to the Parliament and the Parliamentary Law, such as the composition of the Houses, the nature of each one –general representation in the Lower House, Congress of Deputies; and territorial representation in the Upper House, the Senate–, and its duties: to pass legislation, to control the Government and to pass the budget, or to contribute to the conformation of other constitutional bodies. All these competences are based in the idea of political representation, because the role of Parliament is really essential for the democracy, as, in the case of «Cortes Generales» as Spanish Parliament, the site where is manifested the sovereignty
