Resumen

El presente artículo se propone analizar las raíces y las características teóricas de la visión neoconservadora del Derecho internacional y del multilateralismo. A partir del estudio del papel que juega el excepcionalismo americano en el neoconservadurismo, y de cómo aquél conduce inexorablemente al unilateralismo como medio de acción preferente para la política exterior de los Estados Unidos, se procederá a estudiar el lugar que ocupan el Derecho internacional y multilateralismo en el ideario neoconservador. Aunque guarda puntos en común con otras doctrinas de política exterior americana, la posición neoconservadora hacia el Derecho internacional y el multilateralismo posee algunos elementos distintivos que la diferencian del resto, confiriéndole una sustantividad propia. Así, se verá cómo los neoconservadores plantean una crítica múltiple y profunda al Derecho internacional dirigida contra sus principios basilares que lleva a la impugnación y completa redefinición de los mismos. Por último, el artículo se detendrá en cómo el multilateralismo, tanto en su concepto como en las instituciones en las que se encarna, se ha convertido para los neoconservadores en el objeto de un duro embate encaminado a socavar tanto su funcionamiento y eficacia como su propia legitimidad.
