Abstract
Spanish productivity is diverging with respect to most advanced countries. Explanation proposed is based on differences in human capital but especially on differences in incentives, that are strongly dependent on formal and informal institutions. And differences on human capital are also constrained by institutions' quality. Using three international sources of data we compare institutions in OECD countries and we find that Spain is consistently behind most developed countries. Spanish executives and businessmen perceptions of their constraints are consistent with the poor position Spain holds on OECD's ranking. On the other hand, some norms of behaviour are contrary to innovation and efficiency. Some reforms to impulse productivity are proposed. But we advance the hypothesis that is unlikely that most of these reforms would be undertaken.
