Since 1980 there have developed some strategies and programs of External Affairs and so nowadays they are conventional forms of corporate and institutional communication. The most problematic and contentious of these programs are those of External Affairs Government Relations, discussed here. We met today with four scenarios that correspond to relations with: Government Employers / Owners, Sellers Governments, Partners and Competitors Governments Governments. The last way is now the dominant: on an ultimate objective that is the citizen, who consume, live, think, or vote fall all the strategies of those who offer various products and brands, ideas, attitudes and political agendas. About the definition of the agenda (on what they should receive), about options and attitudes (what to do) on the orientation behavior (how to act) and all this in order to determine the decision and the option and vote buying. Governments and politicians compete with consumer agents, ideological or lifestyle. Governments are competitors of all other social actors. We analyze here the areas where government policy that this competition is intended to be dominant in the encroachment on the judiciary, in the purchase of expertise and intelligence on the presence and control of the media
