Resumo

Is it still appropriate nowadays to maintain the notion of development as the foundation or main reference for cooperation policies? The finalobjective of this paper sets out to answer this question by proposing a different orientation of cooperation towards the objective of global coexistence. This implies, beyond a mere formal or nominal change, a new concept of cooperation and international solidarity. This new concept stems from two main concerns: on the one hand, the profound changes experienced in the characteristics and nature of what have come to be called “development problems”; and, on the other hand, the crisis of the very notion of development, which has been subjected to strong tensions, criticisms and interpretations over the last few decades. For this purpose, the paper adopts a historical perspective, which allows us to review the different debates that have arisen over the idea of development and their impact on the conceptualisation and practice of cooperation. In the finalsection, an outline of what cooperation for global coexistence could look like is proposed. This proposal asks us to completely rethink our approach in order to confront a new historic cycle for international cooperation.
