Resumen
This article adopts the form of a manifest in favour of the XIXth. Century's University, and in it defines the epistemological status that corresponds to General Theory of Information: the author argues that this science is actually an interscience, and with a great hermeneutic commitment: the outgrowth of an intelligible image of phenomenological area of information related with political actuality. In the second part of the issue professor Del Rey explains his theory of political communication, based in a series of language plays whose typology develops in the matter that himself has created, Political Communication.
