Abstract

The e-government initiatives as a social, political and technological phaenomenum are analysed. The three main items of knowledge interchange in e-government services are identified. Users, namely citizens, business, public organizations and civil servants, have different information needs. Public con-tenis are very heterogeneous and can be structured in many different ways, generally in the context of a corporate website or portal. E-goverment services should be developed taking into account a series of key factors, such as: web usability and web accessibility, user-centred design, access technologies, gover- nmental co-operation and content integration. As a conclusion, the analysis of e-government initiatives form an Information Management approach should include the three key items mentioned aboye and their development should take into consideration technological, political and management issues.
