Abstract

This article is written on family policies which has been the least studied: those developed by other institutions different from the central government. The empirical information is based on the 2007 Family Policies Guide from the Spanish Department of Labourand Social Affairs as well as on the general Social Services and programmes to help families on difficulties from the Madrid regional government. The families policies studied differ from the ones developed at the beginning of the XX century in three aspects: it disappears the moral argumentas an entitlement of family policies; it increases the significance of socialization; there is a change from a poverty framework to an exciusion one. These family policies answer to new social needs and risks. The adaptation of the family to new social and economic changes underlines the importance of both functions: the socialization process and the stabilization of the adult personalities that Parsons considered "basic and irreducible" functions of the family.
