This article reflects upon the implications of the adoption of new preventive and “soft” police methodologies. It is based on an investigation into transformations to the police force of Madrid between 2015 and 2019, specifically regarding the Municipal Police force. The research focused on the analysis of the discourses of new municipal security leaders, and on the observation of the practical operationalization of the new measures, specifically those concerning the community police. By way of this analysis, an attempt is made to account for the increasing penetration of the police into the social sphere. This article emphasizes that this new policing model has a number of problematic consequences. First, the use of concepts and methodologies borrowed from the field of social work (community, prevention, community mediation, etc.) is not innocuous: its consequence is the resignification and recontextualization of the cultural heritage of "the social" to place it at the service of a system of control. Second, fluid communication with neighbourhoods produces a redefinition of the political agenda of neighbourhood movements – with grievances and demands ranging on a sliding scale between those that place inequality at the centre to others focused on “problems of coexistence”. These effects are consistent with a preventive strategy that shows an understanding that the fluid relations fostered by a police force that is close citizens enable access to two of the greatest treasures that a police force can possess: intelligence in the form of information and legitimacy in its territory.
