Resum

The depopulation of large territorial areas constitutes a strategic problem for many developed countries that see that, as a large part of their territories, they are demographically emptying with the repercussions of an economic, social and environmental nature. Therefore, it is necessary to outline a national initiative to, in alliance with other EU Member States and with European civil networks and associations, propose the necessary changes that facilitate the adoption of territorial development policies based on positive discrimination, of a budgetary nature, fiscal, administrative or of another nature, that are, compatible with Article 107 of the EUFT. Thus, the objective of this work is to describe a set of measures in this area of public budgetary, financial and fiscal policies in order to collaborate in the harmonious territorial development of the whole of Spain.
