Abstract
Cisneros wanted to curb the death of the Indians, which he attributed to the greed ofKing Ferdinand and his advisers. In order to do this, he appointed commissaries three friars withthe order to know the reality of the islands and to inform whether it was convenient to foundIndian peoples or to maintain the encomienda. Cisneros was convinced that the Indians couldnot live alone civilized. But the deaths of the Indians did not diminish and the purchase of blacklabor had to increase. Given the decline in gold production, it was necessary to boost sugar cane
