Resumen

The aim of this paper is introducing some methodology research lines for evaluating the efficiency and productivity of public services. To do this, I review the advantages of performing benchmarking using frontier methods together with three recent methodological developments; meta-frontiers and the use of reference technologies, causal evaluations of public programs to improve efficiency and the potential gains from merging units inside an industry providing the same service. It is concluded that to start this evaluation task it would be necessary to create Independent Evaluation Agencies at Autonomous Community level for those services in which the Autonomous Community has transferred powers
