Ayuda al desarrollo, influencia y gobernanza. Una hoja de ruta

Resumen

Este ARI sintetiza el análisis y las conclusiones de tres estudios de caso sobre la cooperación internacional para el desarrollo como palanca de influencia regional o global. Dichos trabajos exploran la cooperación bilateral de Alemania y España con Senegal, en el campo de las migraciones y la equidad de género (Olivié, 2022); la conformación de la política de cooperación al desarrollo de las instituciones europeas (Olivié y Santillán O’Shea, 2022); y la forma en la que se toman las decisiones en el mecanismo COVAX y en el Fondo Mundial para la Lucha contra el SIDA, la Tuberculosis y la Malaria (FM) (Olivié y Santillán O’Shea, 2023). De ellos se extrae que el nexo ayuda-influencia emana tanto de los activos de los donantes (su tamaño económico, su presupuesto de ayuda) como de sus acciones (su visión estratégica o su capacidad de coordinación). También derivan conclusiones y recomendaciones para la Cooperación Española que se pueden sintetizar en (1) la necesidad de desarrollar estrategias más precisas, (2) alineadas con las misiones fundacionales de los organismos en los que se participa y (3) con los intereses y valores de los socios con los que se aspira a promover determinados objetivos; la (4) dotación de mayores capacidades técnicas que estén mejor movilizadas; una (5) mayor coordinación de los actores involucrados en la Cooperación Española; una (6) actitud más proactiva; y un (7) mejor aprovechamiento de sus ventajas comparativas, tales como su relativamente buena reputación como donante.
