Zusammenfassung

Given the experience acquired in various studies carried out on the metropolization process in the region and after observing inappropriate territorial management and the progressive deterioration of vulnerable urban zones in Gran Resistencia, this thesis project is undertaken to provide expertise to prevent the worsening of living conditions of low income population and to prevent the obstruction of the efficient and balanced development of the territory. The human settlement process of the Area Metropolitana del Gran Resistencia (AMGR) (Metropolitan Area, Gran Resistencia) has special characteristics. It is located on the Paraná River flood plain area furrowed by shifting watercourses such as Negro river in the North and Arazá stream in the South and a system of lakes formed by the changes in the courses of the said rivers. Likewise, the typical weather conditions of this subtropical area frequently cause heavy rainfalls. All this contributes to create a flood risk situation that still persists in certain urbanized areas. This territorial vulnerability is given, not only by the already mentioned topographical characteristics but also by social, cultural, economic and political relationships that give origin to certain present settlement patterns and urban growth. A sustainable regional planning of environmentally, socially and economically vulnerable areas, requires instruments that could constitute an adequate system of territorial management suitable to underdeveloped conditions, marginality, risks and this area’s particular complexity, all of which make the resolution of structural problems difficult to achieve. This would contribute to optimize spatial planning, infrastructure, energy and the effort invested in its settlement, but it is crucial to develop efficient tools to be applied and assessed regarding the determining factors present in the towns of this region. In this thesis project innovative instruments are developed to plan urban growth, to change the already existing settlements patterns and to improve areas with deficits. All of them are applied to the municipality of Fontana, which is located in the metropolitan area of Gran Resistencia. The aim is “to develop a system of territorial management that could allow the local government to make decisions to prevent and/or to change the settlement patterns in vulnerable urban areas in the metropolitan area of Gran Resistencia with the aim of fostering sustainable development in Fontana town and all the metropolitan area where it is located”.
